Scroll down to find, International Keyboards. Tap on this.
Now, Add New Keyboardâ€¦
From the list that shows up, tap on â€˜Emojiâ€™.

You enable emoticons by going into the iphones settings ->general->keyboards->add keyboard->emoji.

I think all mobile devices do that. My phone never shows emoticons.
